With regard to exclusive control during stated
times, our arrangement with the Navy for the Naval Range is, that they have it daily until 3 P.M., and we after that bour. If the Navy require the Range at other times, (as in Winter they often do), they ask the Honorary Secretary of the Association, who in the absence of any special reason, accedes as a matter of course. fith reasonable good-will on both sides the plan works quite smoothly. There is no reasons that my Committee knows of, except the one next to be alluded to, why a similar arrangement should not be possible between the Association and the Police in respect of the Police Range; more especially as some of the latter are among our most energetic members. It is vital however to the Association that it have the Range on Saturday afternoons, with- out this its break up would be a matter of only a very short time: and the difficulty alluded to is, that, we understand that the use of the Police Range is given on Saturday afternoons to the Hongkong Volunteer Artillery.
Passing over minor matters, I would point out that on removing, unless arrangements can be made, the Associa- tion will lose practically the whole value of their targets, plant etc., My Committee therefore beg to reiterate the request that should the removal of the Association be ultimately found indispensable, it should yet be deferred to as late a period as possible.
